Ocoee steps up arrests of homeless people for sleeping outside

"You cannot arrest homelessness away,” said Matthew's Hope's Scott Billue about Ocoee's arresting men who were sleeping outside. City and state law prohibits camping on public property, but there are not enough shelter beds to accommodate the growing homeless population.
